The City Celebrities Customer Group is a mish-mash of other Customer Groups with diverse requirements and abilities; however, unlike the Quality Beasts and Board Game Media packs, it does not include Award and Upgrade cards.
To quote the "Snack Menu" Expansions ruleboook:
"The City Celebrities are a funny mixture of actually famous, real-life celebrities, fictional characters that are well known to many, and some obscure references that are dear to our hearts. at least 10 customers, 1 customer award / cheat sheet card, 1 promotional card.
